City Code of Ordinances

The Planning and Zoning Ordinance, Title 14 of the Kissimmee Code of Ordinances, heavily regulates the uses of short-term rentals in Kissimmee. Short-term rentals are defined as "A residential dwelling intended for rental for less than 30 days." You should review the Kissimmee Code of Ordinances, which outlines the requirements for short-term residential rentals. The property owner must obtain or apply for a conditional use permit from the City of Kissimmee. Business License Requirements

To operate a short-term rental in the city of Kissimmee, the property owner must obtain a conditional use permit. This process will need to be reviewed by the Development Review Committee and a public hearing by the Planning Advisory Board to be approved. Property owners will also need to apply for and receive a short-term rental business tax receipt.  The City will assess the request for compliance with city laws and regulations, and if the listing does not meet zoning criteria, the application may be denied. Building and Housing Standards

Kissimmee has rules and regulations that set minimum building construction, design, maintenance standards, and restrictions governing habitability, health, and safety. Some rules and regulations for residential and non-residential properties may apply to your listing. Please consult the Florida Building Codes or contact the Building Division for more information.

Tourist and Local Taxes

Osceola County imposes tourist development taxes on hotels, inns, tourist homes or houses, and other short-term rentals. A guest stay of fewer than six months is considered a "short-term rental." The County's website has more information about the tourist development tax. On stays of less than six months, Florida charges a sales tax. The State's FAQ website contains more information.
