City Code of Ordinances

The City of Orange defines a short-term rental as the act of the owner renting out a dwelling unit, a portion of it, or a livable additional building connected to a dwelling to another person or group of people for occupation, dwelling, lodging, or sleeping needs for less than thirty (30) calendar days in a row.

Business License Requirements

Any property owner in a zone that allows residential uses who wish to rent all or a portion of their property for thirty (30) days or less must get a short-term rental permit ($250) and a business license ($260) unless their property is in a mobile home park.

Building and Housing Standards

The City of Orange has rules and regulations that specify minimum building, design, maintenance standards, habitability, health, and safety requirements. Tourist and Local Taxes

Orange requires a payment of ten percent (10%) Transient Occupancy Tax (TOT) to each renter from the amount charged by the owner. Refer to the Short-Term Rental Ordinance for more information.
