City Code of Ordinances
TRO Title 21, Chapter 26 was approved by Tulsa City Council on March 11, 2020, and signed by the Mayor on March 16, 2020. The ordinance classifies STRs into two categories:- Principal Use Short-Term Rental: A dwelling unit that is not a household's primary residence, in which temporary lodging in all or part of the dwelling unit is offered for compensation, limited to a maximum of 8 persons at any one time.
- Accessory use Short-Term Rental: A dwelling unit which is the primary residence of a household, in which temporary lodging in all or part of the dwelling unit is offered for compensation, limited to a maximum occupancy of 8 persons – including the dwelling's residents if present – at any one time.
Business License Requirements
No dwelling unit or portion thereof shall be rented, advertised, or offered for rent as a short-term rental unless the City has first issued a short-term rental license to the operator.
