Navarre Short-Term Rental Regulations

City Code of Ordinances

Short-term rentals are not regulated in Santa Rosa County. Per preempted State Statutes below, Santa Rosa County cannot regulate short-term rentals nor the renting of rooms within a home.  Florida Statute 509.032(7)(b) preempts our ability to regulate that use.  (7) PREEMPTION AUTHORITY.— (b) A local law, ordinance, or regulation may not prohibit vacation rentals or regulate the duration or frequency of vacation rentals. This paragraph does not apply to any local law, ordinance, or regulation adopted on or before June 1, 2011. The county does not enforce HOA covenants and restrictions, which would be a civil issue.  The rental of recreational vehicles, sheds, and other portable structures is prohibited.  Additionally, advertising the short-term rental as a wedding venue or other similar use would be considered a home occupation prohibited.

Business License Requirements

Short-term rentals do not need to apply for a business license.

Building and Housing Standards

Navarre might have rules and regulations that specify minimum building, design, maintenance standards, habitability, health, and safety requirements. Some rules and regulations that apply to residential and non-residential properties may apply to your listing.

Tourist and Local Taxes

Short-term rentals might also be subjected to the city, state, and county sales tax and are liable for payment as established by the city, state and county law.

Other Rules

It is also essential to understand and abide by other contracts or rules that bind you, such as leases, condo boards, co-op rules, HOA rules, or rules established by tenant organizations.
