Scottsdale Short-Term Rental Regulations

City Code of Ordinances

Scottsdale defined short-term or vacation rentals as any single-family home, one-to-four-family dwelling unit, unit, or group of units in a condominium, cooperative, or timeshare that is individually or collectively owned and is also a transient public lodging establishment or an owner-occupied residential home offered for transient use is referred to as a vacation rental or short-term rental (offered for rent for less than thirty days.) In Scottsdale, you can find these kinds of rentals in both single-family homes and buildings with multi-family housing.

Business License Requirements

Without first obtaining a business registration license from the city and paying the necessary fees, no merchant business or service business with a fixed site inside the city is allowed to operate there. A separate business registration license is necessary for each business address where a business is operated, as well as for each business under different operations or ownership at the same site. Building and Housing Standards

Scottsdale has rules and regulations that specify minimum building, design, maintenance standards, habitability, health, and safety requirements. Tourist and Local Taxes

All transient lodging business owners must obtain a Transaction Privilege (Sales) Tax (TPT) license. For more information, refer to TPT License Registration to register and Short-term Rental Tax.

Other Rules

The name and contact information of a person designated as an emergency contact and the owner or owners responsible for handling complaints must be given to the City of Scottsdale by the owner of a vacation rental. In the event of an emergency, the person designated as the emergency contact for a vacation or short-term rental must arrive on-site within one hour of receiving notification from the city.
