Pueblo Short-Term Rental Regulations

City Code of Ordinances

Short-term rentals currently fall under bed and breakfast inn or home categories in the City of Pueblo code. Pueblo is working to establish a code for short-term rentals as a separate entity this winter of 2022. The difference between bed and breakfast inns and homes are as follows: Home means an owner-occupied and -operated, detached, single-family residence where no more than three (3) guest bedrooms are rented to the general public on a nightly basis and where a breakfast meal is provided only to registered guests. Inn means a commercial enterprise that rents more than three (3) guest bedrooms to the general public. Such a facility may offer meeting facilities and meals to the general public but would be subject to all laws and regulations governing the operation of a restaurant. Bed and breakfast inns/homes fall into use by right, use by review, and conditional use in various zone districts within the city.

Building and Housing Standards

Pueblo's rules and regulations specify minimum building, design, maintenance standards, habitability, health, and safety requirements. Tourist and Local Taxes

Short-term rentals might also be subjected to the state and county sales tax and are liable for payment as established by state and county law.
